Are yo sure you've downloaded the correct version for the mini 3, you need to get it via this link https://www.dronelink.com/download that is the only place to get it as it isn't on the google play...

Supported drones etc are listed here https://www.dronelink.com/supported-drones if the drone isn't supported (due to DJI not releasing an SDK for it) then i would think the answer to your question ...
