Jim has clarified - after selecting to upgrade, you need to click on your current account level, not new account!

Sadly, the pricing page doesn't work as described. I just tried to upgrade to Premium from Basic whilst logged in. The charge would be $40.

I want to know too. I have Basic. If I had purchased Premium initially, would that have been $40? If so, surely the upgrade should be another $20? ...and I wouldn't want another account!
