Follow-Me - max velocity
With regard to the Mavic Mini -
is the follow-me mode really limited to a velocity of 5.6m/s ?
If so, it would be great if the threshold would be at higher speeds

The max velocity you can command via virtual stick is 15 m/s, and we do not have special code that arbitrarily limits it for the mini, that that message is either because DJI is doing some undocumented thing, or Airdata is simply reporting that the drone reached the maximum velocity that it saw in the logs. If the latter, then it was either because the follow target was going slower than 15 m/s, or the drone wasn't able to achieve 15 m/s due to wind.
You can tap the mode card in the flight dashboard to reveal more details during the execution, and it will tell you what velocity is being commanded.
