Do I understand correctly that premium members cannot use the export DL to DJI waypoints?

Hi Wayne. Yes, the Premium plan does not include this feature so you will need the Hobbyist Elite plan if using for recreational purposes. A Professional plan is required if it will be used for commercial/ business purposes. The Elite plan is well worth the one time fee because it includes a lot of Advanced planing, Advanced mission components and Advanced mapping to perform Grid pattern and oblique angles. It also has integrations for flight logging services like Airdata, Dronelogbook and other features as well. Check the pricing for what features/ functions are included in each plan.
