The difference between repositories- starter and growth

The starter plan does not have a check marker next to sharing repositories but it does have a check mark next to public and private repositories. What is the difference between sharing repositories with the growth plan? Does this mean that starter plans can not share repositories but can view public repositories and copy them and then edit them? Can the starter plan copy and/or edit other repositories?

    Shared repositories enable users in another account to fly missions plans from your account. Public repositories allow users in another accounts to see your mission plans, but they have to copy them into their own account before they can fly them.
