Switch to Android? Which device?

Hello everyone,
it seems very insecure, maybe unlikely, that an iOS SDK for the Mini 3 pro will be released... Or am I too pessimistic?
Meanwhile I'm thinking about buying a cheap Android device to get the job done.
Has anybody got some suggestions which device would be sufficient for a low price? (Maybe second hand also...)
